    Maryland Drone Laws Within The State

    These drone regulations apply in the entire state of Maryland.

    Senate Bill 370 (2015)

    According to this law, only the State may enact a law or take other action to prohibit, restrict, or regulate the testing or operation of UAS.

    State Parks Drone Laws in Maryland (2019)

    Under this Maryland State Park Drone Policy,

    • All drone operators must contact the Park Manager before flying a UAV or drone in a State Park.
    • Operating drones or UAS on lands owned and managed by the Department of Natural Resources must comply with all Federal Aviation Administration (FAA) regulations, including all State, federal, and Use of State Parks regulations.
    • The drone operations must not jeopardize public safety or the protection of park resources.

    City and County Drone Laws in Maryland

    City and County drone laws in Maryland refer to local ordinances and regulations that are enacted by counties, cities, or towns.

    Calvert County Parks & Recreation (2019)

    This county code forbids operating a Motorized Unmanned Aircraft within or above Park Property without express written authorization from the Director.

    Baltimore Department of Recreation and Parks (2013)

    This rule prohibits flying model airplanes or toy aviation except for designated areas or areas that are maintained for such activities.

    Frederick County Parks Drone Regulations (2016)

    According to this rule, flying drones are only allowed in designated areas and drone operators must complete a Special Request Form before flying drones on Frederick County Park property.

    Approved park locations:

    • Old National Pike Park: Field East of Field 5 within the Park.
    • Catoctin Creek Park: Upper field/overflow parking lot.
    • Kemptown Park: Field adjacent to trailhead, near the Amphitheater.
    • Utica District Park: Special Event Area/Field.
    • Middletown Park: North East Area of the Park over the Disc Golf Course.
